Current COVID-19 Updates for RV Parks & Campgrounds

CampCalNOW joined in on the California Comeback Task Force Meeting hosted by CalTravel. In addition to discussing information regarding new mask guidance for vaccinated and unvaccinated people (see photo below), guest speakers from the Procopio Law Firm hosted a presentation on mandating employee COVID-19 vaccinations. The main points are:

CampCalNOW joined in on the California Comeback Task Force Meeting hosted by CalTravel. In addition to discussing information regarding new mask guidance for vaccinated and unvaccinated people (see photo below), guest speakers from the Procopio Law Firm hosted a presentation on mandating employee COVID-19 vaccinations. The main points are:
- The Food, Drug, & Cosmetics Act (FDA) states that every one has the right to refuse an Emergency Use Authorization (EUA) vaccination.
- The EEOC states that people have a right to refuse vaccinations based on religious or disability purposes and can investigate claims of discrimination brought up by an employee.
- There is currently no official state or federal guidance regarding mandated employee vaccinations.
- Employers must continue to follow all COVID-19 prevention measures and treat all employees the same regardless of their vaccination statuses (including, for example, only allowing vaccinated employees to be in contact with customers/guests.)
- Asking employees or applicants if they have been vaccinated with the COVID-19 vaccine is considered a medical inquiry and is therefore inappropriate, similar to asking an employee if they are pregnant.

June 15, 2021 will forever be marked as the end of COVID in California. Governor Gavin Newsom announced a lifting of all restrictions and opening of California by June 15 if the state maintains the current vaccine supply and if hospitalization rates are stable and low.
On April 6th, CampCalNOW was invited to a call with the Governor's Office of Business and Economic Development (GO-Biz) to provide industry information and guidance to move forward. Additionally, CampCalNOW President / CEO Dyana Kelley had a meeting with the GO-Biz Chief Deputy Director to discuss further guidance for RV parks and campgrounds.
GO-Biz shared that at the time of the target date, everyday activities will be allowed and businesses can open with common-sense risk reduction measures, including encouraging all Californians to get vaccinated. The entire state will move into this new phase as a whole. The state will monitor hospitalization rates, vaccine access and vaccine efficacy against variants, with the option to revisit the June 15 date if needed.

Individual counties still have the ability to enforce more restrictive guidance, so please check with your county to see if they have any additional requirements, and call the CampCalNOW office for more information and assistance.

What We Know:
- Mask mandate will continue.
- End to social distancing.
- End to capacity limits at restaurants, bars, indoor/outdoor attractions, and concert venues.
- Hotels and lodging open to all guests.
- Meetings and events to resume under 5000 capacity.
- Conventions will be allowed, but until October 1, those with 5000 or more participants will require proof of vaccination or negative COVID test.
What May Happen:
- Travel restrictions or vaccination requirements (this is not expected to affect in-state travel, but could be a limitation for out-of-state travel.)
- Travel restrictions for global travel to include proof of vaccinations.
RV Parks & Campgrounds:
- Capacity limits removed.
- Social distancing removed.
- Pools, spas, playgrounds, and rec rooms are permitted to open.
- Parks may resume all activities.
- Live music may resume.
- RV clubs and group camping may resume.
- New OSHA guidance expected.

On January 25, 2021, California officials lifted the coronavirus regional stay at home orders for the entire state. All counties will return to the "Blueprint for a Safer Economy" (see below), the colored tier system that is based on case numbers and positive test rates. Most counties returned to the "widespread" category, which means that RV parks and campgrounds are permitted to open for business in ALL counties!
These changes lessened the restrictions in some regions with previous strict closures, especially in Southern California. Please be aware that counties are still able to adopt restrictions stricter than that of the state. If your local officials inform you that you must cease operations or close, please contact CampCalNOW immediately for assistance.
(It is still recommended that RV parks and campgrounds follow the relevant industry guidance for operating during the pandemic that was released by the California Department of Public Health [see below.])
